<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses degradation of picture quality when images are repeatedly formed in a high temperature and high humidity environment. <P>SOLUTION: The image forming apparatus includes: an electrophotographic photoreceptor having an outermost surface layer containing a polymer of at least one reactive compound selected from reactive compounds expressed by the general formula (II) or similar specified structure, and having a total film thickness of a photosensitive layer of 10 μm or more and 25 μm or less; a charging device; an exposure device having an incoherent exposure light source; a developing device; and a transfer device.
