An encoder for encoding a video signal, comprising a quantizer configured for quantizing a video signal; and a downsampler configured for downsampling said quantized video signal by dropping a number of samples of said quantized video signal based on a downsampling scheme, such that said quantized video signal contains fewer remnant samples after downsampling.
