The mechanism has a power telescopic element provided with an engagement unit pivotally connected to each of its ends, respectively, on a movable panel (1) of a barrier and on a frame anchored on ground. The element is connected to a low voltage energy source (6) to cause its operation between a retracted position in which the element is elongated on the ground and a rectified position in which the element is rectified relative to the ground. The element is an electric jack (3), which is supplied with energy from the electric source. Operation of the jack depends on an automaton (2). Independent claims are also included for the following: (1) a method for implementing an operating mechanism for a protection barrier (2) a protection barrier for a water surface.
