PROBLEM TO BE SOLVED: To provide a printing plate having excellent transferability, plate wear resistance and resolution, and also to provide a manufacturing method of a printing plate, a manufacturing method of a functional element using a printing plate, and a printing device.SOLUTION: A printing plate includes: a substrate including an elastic body capable of swelling in a solvent; a hydrophobic solvent permeation preventive layer formed in a pattern on the substrate; a hydrophilic part formed on a substrate surface in an opening of the hydrophobic solvent permeation preventive layer and having higher hydrophilic property than the hydrophobic solvent permeation preventive layer.
