PROBLEM TO BE SOLVED: To solve a problem of incapability of determining an adequate action to a state of a user.SOLUTION: An action control system includes: an action information storage part which stores determination information for determining an action on the basis of a state of a user; a user state recognition part which recognizes the state of the user; an action determination part which determines an action to be executed based on the state of the user recognized by the user state recognition part and determination information; a response recognition part which recognizes a response of the user to execution of the action determined by the action determination part; a transmission part which transmits the state of the user recognized by the user state recognition part, the action determined by the determination part, and the response of the user to the action recognized by the response recognition part, to an external server; a receiving part which receives an action appropriate to the state of the user recognized by the user state recognition part from a server when the action determination part is not able to determine the action to be executed based on the state of the user and the determination information; and an action information updating part which updates the determination information on the basis of the action received by the receiving part from the server.
