PROBLEM TO BE SOLVED: To enable a user of a portable terminal to easily and reliably obtain the solution of a problem and information concerning an optimum service, etc.SOLUTION: A user support server includes: demand identification means for receiving from the portable terminal, user request information including a request of a user of a portable terminal and user operation related information including operation information of the user with respect to the portable terminal, and identifying the demand of the user on the basis of the user request information and the user operation related information; countermeasure determination means for determining a countermeasure with respect to the identified demand by searching an information storage server that stores various pieces of past fault information and suggested instance information; and information provision means for providing the determined countermeasure to the portable terminal.
