PROBLEM TO BE SOLVED: To provide a method for reducing a computation amount and an implementation complexity for inducing a merge candidate block by parallel processing.SOLUTION: In a case where a merge candidate block of a current block belongs to the same MER (Motion Estimation Region) as the current block, the merge candidate block of the current block is eliminated, and motion information of at least one block at the other position is added as a merge candidate depending on a size of the current block and a size of the MER. A block including a point that exists in the other MER in a vertical or horizontal direction is added as the merge candidate block. Alternatively, a block that belongs to the other MER at the closest position to the candidate block can be added as the merge candidate block. Alternatively, a merge candidate block at a position preliminarily defined depending on a form or size of the current block can be added. |
