According to the present invention, a thermal transmittance measuring device comprises: a chamber provided with an outdoor condition chamber setting an outdoor artificial weather condition and an indoor condition chamber setting an indoor artificial weather condition; a test object fixing frame installed between the outdoor condition chamber and the indoor condition chamber where a test object is to be fixated; a heat quantity measuring device provided within the indoor condition chamber, measuring a quantity of heat flowing through the test object; and a cooling device installed in the outdoor condition chamber, cooling the outdoor condition chamber wherein the cooling device may comprise a plurality of evaporators supplying cold air into the chamber and a plurality of dampers which opens or closes an outlet and inlet of the evaporators.
