PROBLEM TO BE SOLVED: To convert input image data into halftone image data of higher quality.SOLUTION: An image processing apparatus for converting input image data into a halftone image has: target value calculation means for calculating the target value of a processed area in the input image data on the basis of the pixel value of a pixel group contained in the processed area; and output value determination means for determining the output value of each pixel contained in the processed area. The output value determination means determines the output value of each pixel contained in the processed area by determining the output value of each pixel contained in the processed area by quantization processing of each pixel depending on the target value, or by distribution processing for assigning the target value to each pixel, contained in the processed area, so as to approach the target value according to the distribution order.
