This zoom control device has a zoom-ratio change-rate setting unit and a zoom control unit. The zoom-ratio change-rate setting unit sets a main-image zoom-ratio change rate and a monitoring-image zoom-ratio change rate in accordance with a zoom operation performed by a user. The zoom control unit performs zoom control for a main image such that the zoom ratio thereof changes at the aforementioned main-image zoom-ratio change rate and performs zoom control for a monitoring image such that the zoom ratio thereof changes at the aforementioned monitoring-image zoom-ratio change rate. The zoom-ratio change-rate setting unit is designed so as to set the main-image zoom-ratio change rate by smoothing the monitoring-image zoom-ratio change rate.
