PROBLEM TO BE SOLVED: To provide an image recognition device and the like that are excellent in a real time property, and can robustly perform personal identification.SOLUTION: An image recognition device comprises: inter-image relative azimuth acquisition means 104 that acquires a relative azimuth relationship between a first and second input area images obtained by imaging a specific person from a different azimuth; and person identification means 106 that compares a characteristic of a first registration area image included in a registration area image group obtained by imaging the specific person or other person from at least three azimuth with a characteristic of a first input area image, compares a characteristic of a second registration area image of the same person included in the registration area image group with a characteristic of a second input area image, and determines whether persons shown in the first and second input area images are the same persons shown in the first and second registration area images. The first and second registration area images are selected so that a relative azimuth relationship between the first and second registration area images comes close to a relative azimuth relationship between the first and second input area images.
