PROBLEM TO BE SOLVED: To execute data distribution in which delay is suppressed between users having a conversation with each other and quality is kept high for a user only viewing and listening to the conversation.SOLUTION: A relay apparatus 20 successively receives, from each of user terminals of a plurality of users participating in a conversation, a packet formed by encoding voice and an image of each user; successively stores, in a first buffer area used for each one user of the plurality of users, respective data on the users other than the one user on the basis of the received packet; successively stores, in a second buffer area that is used for a user not participating in the conversation and has a size larger than that of the first buffer area, respective data on the plurality of users; provides each of the plurality of users participating in the conversation with combined data obtained by combining data stored in a first buffer used for the user; and provide a user not participating in the conversation with combined data obtained by combining data stored in the second buffer area. |
