The purpose of the present invention is to provide: a composition for forming an electrically conductive film, which enables the formation of an electrically conductive film containing little voids and having excellent electrical conductivity; and a method for producing an electrically conductive film using the composition for forming an electrically conductive film. The composition for forming an electrically conductive film according to the present invention comprises copper oxide particles, water and a dispersing agent selected from the group consisting of water-soluble polymers and surfactants, wherein the volume average secondary particle diameter of the copper oxide particles is 20 to 240 nm and the content of the copper oxide particles is 10 to 70 mass% relative to the whole mass of the composition for forming an electrically conductive film.
