The present invention relates to a latch circuit, and an input and output device including the same. In particular, an address latch operation may be controlled corresponding to a pin change of a command address. According to the present invention, the latch circuit comprises: an input unit for outputting an internal address of a first group by latching an input address of the first group and an input address of a second group according to a state of a selection signal; and a latch unit for latching an internal address of a first group corresponding to a first active command when the first active control signal is activated, and outputting the internal address of the first group and the internal address of the second group as row addresses corresponding to a second active command when a second active control signal is activated. |
