The present invention suggests a terminal device, and a method for operating a terminal device to increase a capacity of a cell by considering an interference environment occurred in a heterogeneous network environment in which cells of different sizes using different frequency bands, which are a macro cell and a small cell, are mixed. The terminal device comprises: a measuring unit for measuring a signal receiving quality on a signal received from a macro cell and a small cell; a weight value applying unit for applying a quality weight value, which is determined on the basis of a measurement value of the signal receiving quality of the small cell, and at least one from the number of small cells of all small cells included in a coverage of the macro cell, to the measurement value of the signal receiving quality of the small cell; and a cell selecting unit for selecting a cell to access from the macro cell and the small cell based on a result of comparing a measurement value of the signal receiving quality of the macro cell, and the measurement value of the signal receiving quality in which the quality weight value of the small cell is applied.
