<p>The invention relates to a system for exchanging information between different users, signed up for the system, and different authorities, associated with geographical areas such as territory groups. Said system includes: - a common data storage platform (P); - terminals of the different users (Ui), each terminal including a means for determining the current geographic location of the terminal, a "signaling" interface enabling the user to signal an Event geolocated by an authority, and a means for sending, to the platform storing them, the current geolocation of the terminal and the signaled Event; and - terminals of the different authorities (Ci), each terminal including a means for sending, to the platform storing same, Alerts sent out by the authority in question. The system also includes: - a means for sending an Event, stored in the platform, to the authority associated with the geographical area where the Event was geolocated and time--stamped; and - a means for sending an Alert, stored in the platform, to a user, registered with the system and the terminal of which is geolocated in an area for broadcasting the Alert defined by the authority in question.
