In order to improve the encoding efficiency while suppressing an increase in the size or memory band of a frame memory and having extendability in the encoding/decoding processing of a moving picture, a bit length extension converter (102) converts a target picture in which the pixel value is expressed as a bit length N so that each pixel value is expressed as a bit length M, a compressor (110) encodes the converted picture, and an expander (111) restores the encoded picture. Then, a bit length reduction converter (113) converts the picture into a reproduction picture, in which the pixel value is expressed as a bit length L of a smaller value than the bit length M, and this reproduction picture is stored in a frame memory (114) as a reference picture.
