The present invention relates to amphibian topographical observation device, comprising: a main body having a GPS receiver and a water depth observation sensor; a first wheel unit prepared to be relatively rotatable to the main body; and a driving unit which provides propulsion to the main body to move on the water and land, thereby enabling to observe terrain on the water and land.
