The present invention relates to a flat lighting device comprising: a light guiding layer; a diffusion layer laminated on one surface of the light guiding layer; a reflective plate provided on the other surface of the light guiding layer; and a light source module, wherein the light source module has lower height than the light guiding layer with respect to a boundary line of the light guiding layer and the reflective plate.
