<p><P>PROBLEM TO BE SOLVED: To provide a polarizer which is easily manufactured with a large area and is capable of achieving both polarization splitting and reflection prevention, in particular, in a short-wavelength region and allows improvement of characteristics in a mid-infrared region, and to provide a manufacturing method thereof and an optical module. <P>SOLUTION: The polarizer is configured to include: a substrate 11 having a periodic structure where a unit structure continuously changing the occupancy with respect to an electromagnetic wave impinging on a surface of the substrate at a prescribed angle is repeated with a period shorter than a wavelength of the electromagnetic wave; a metallic layer 12 provided on a surface of the periodic structure; an intermediate layer 13 provided on the surface of the substrate 11; and a metallic layer 14 provided on a surface of the intermediate layer 13.
