<p><P>PROBLEM TO BE SOLVED: To provide an MITF-M production promoter in melanocyte, and to provide a hair cosmetic composition and a skin cosmetic composition using the MITF-M production promoter. <P>SOLUTION: The MITF-M production promoter includes: (A) forskolin; and (B) at least one kind of plant extract selected from the group consisting of muscovado extract, orange extract, aurantii nobilis pericarpium extract, plum extract and undaria pinnatifida extract.
