PROBLEM TO BE SOLVED: To enable a highly precise measurement in the measurement of a travel time of a mobile object.SOLUTION: A measurement mat 200 detects a mobile object mounted with an IC tag 300. The measurement mat 200 includes: an antenna 210 capable of receiving a radio signal from the IC tag 300; an impedance measuring section 260 (a measuring section) for measuring an impedance of the antenna 210; and a control section 230. The control section 230 acquires a time when the impedance of the antenna 210 measured by the impedance measuring section 260 satisfies a prescribed condition, as a goal time (a first time).
