<p><P>PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a porous hollow fiber membrane, in which the porous hollow fiber membrane can be efficiently dried at low cost and high productivity can be obtained. <P>SOLUTION: The method for manufacturing a porous hollow fiber membrane includes: a coagulating step for forming the porous hollow fiber membrane precursor 1A by coagulating a film-forming raw liquid in coagulating liquid 14 by a coagulating means 10; a removing step for forming the porous hollow fiber membrane 1 by removing a hole opener remaining in the porous hollow fiber membrane precursor 1A by a removing means 30; and a drying step for drying the porous hollow fiber membrane 1, wherein the method is characterized in that the drying step includes: a first drying step for drying the porous hollow fiber membrane 1 by heated saturated steam; and a second drying step for drying the porous hollow fiber membrane 1 after the first drying step.
