According to the present invention, an apparatus for controlling a locking state of a steering device comprises: a main micro-controller unit (MCU) arranged to output a locking signal to lock operation of a steering device based on an external input signal; a motor control unit controlling operation of a motor to lock operation of the steering device, and controlling the motor to be rotated in case of receiving the locking signal; and a blocking unit to release a locking state of the steering device by blocking rotation of the motor in case of receiving an error detection signal from the main MCU in a state of locking the steering device in accordance with rotation of the motor.
