Disclosed are a radar signal processing device which penetrates an obstacle and a method thereof. The radar signal processing method comprises the following steps of: transmitting a radar signal through a transmitting antenna; receiving a first reflection signal reflected by a front surface of the obstacle through a receiving antenna, and a second reflection signal of which the radar signal is reflected by the rear surface of the obstacle which penetrates the front surface of the obstacle; and determining strength necessary for enabling the radar signal to penetrate the obstacle by using the first and second reflection signals.
