The present invention achieves a 3-position operation using a single cylinder, without using a spring. A partition plate 18 and an intermediate check plate 19 are affixed within a cylinder 11 at suitable intervals in the axial direction. Inserted movably in the axial direction of the cylinder 11 are: a first piston 13 disposed between a pressing lid 16 and the intermediate check plate 18, a second piston 14 disposed between the intermediate check plate 18 and the partition plate 19, and a third piston 15 disposed between the partition plate 19 and a pressing lid 17. A rod 12 which is axially movable within the cylinder 11 has a base end attached to the third piston 15 and a tip end which extends outside from the cylinder 11 through the partition plate 19, the second piston 14, the intermediate check plate 18, the first piston 13, and the pressing lid 16. A stopper 22 affixed to a middle portion of the rod 12 moves the first piston 13 or the second piston 14.
