The present invention provides a fluid flow device for a fuel cell vehicle, which allows fluid to flow through. More specifically, provided is a fluid flow device which comprises: a housing including a hollow hole therein; one or more cylindrical heater rods provided in the housing; a cooling water inlet pipe connected to the housing to introduce the cooling water into the housing; and a flow distribution structure part covering the heater rod in the housing while having a specific space and fixed onto an inner surface of the housing; and a cooling water outlet pipe connected to the housing.
