PROBLEM TO BE SOLVED: To provide a radio wave absorber which absorbs a radio wave in any arbitrary frequency in a structure that is thinner than a conventional radio wave absorption belt.SOLUTION: The radio wave absorber includes: a special structure unit 1 formed by arranging a plurality of cells in an array shape, each cell being formed with a special structure for absorbing an electromagnetic wave in a specific frequency; a frequency sensing unit 3 for sensing a frequency of an electromagnetic wave incident to each of the cells formed with the special structure; an angle sensing unit 2 for sensing an incidence angle of an electromagnetic wave incident to each of the cells formed with the special structure; and a voltage control section including a recording part in which an electromagnetic wave absorption property corresponding to an application voltage to the special structure is recorded. On the basis of the electromagnetic wave absorption property recorded in the recording part, the voltage control section performs setting in such a manner that a predetermined voltage corresponding to the frequency sensed by the frequency sensing unit 3 and the incidence angle sensed by the angle sensing unit 2 is applied to the special structure.
