PROBLEM TO BE SOLVED: To enable a communication terminal to autonomously perform without omission use restriction corresponding to a use restriction section without installing a special device per use restriction section.SOLUTION: A policy distribution device holds first information indicating the position of a use restriction section where a particular function of a communication terminal is restricted, and second information indicating use restriction contents for the communication terminal corresponding to each use restriction section. The policy distribution device obtains the current position of a first communication terminal, selects use restriction sections at least a part of which is included in a prescribed region including the obtained current position of the first communication terminal from the first information, selects use restriction contents corresponding to the respective selected use restriction sections from the second information, and determines a use restriction policy including the selected use restriction sections and the use restriction contents corresponding to the respective selected use restriction sections. |
