Disclosed are an apparatus and a method for efficiently managing a cell mode. According to an aspect of an embodiment of the present invention, a method for managing a plurality of base stations includes: a first process for collecting indicators representing use volume for each cell; a second process for setting a cell with an indicator smaller than a first reference value and at least one adjacent cell close to the cell with the indicator smaller than the first reference value to have the same cell identifier; and a third process, if the sum of indicators of a plurality of the cells with the same cell identifier is more than a second reference value, for setting a different cell identifier to at least one cell from the cells. |
