PROBLEM TO BE SOLVED: To provide a hydraulic setting filler generating more excellent drawing strength and a post-process anchor construction method using the filler.SOLUTION: A fine aggregate is constituted so that maximum particle diameter is 2.5 mm to 3.0 mm and fineness modulus is 1.00 to 2.45 and contained with a percentage of 75 pts.mass to 200 pts.mass based on 100 pts.mass of a cement and a water holding component is contained so that water holding modulus when a hydraulic setting filler is mixed with water is 0.80 to 0.98.
