The present invention relates to a water-soluble paint coating structure for repairing cracks and a constructing method thereof. The method for constructing a water-soluble paint coating structure for repairing cracks comprises: a preparation step of removing foreign materials from a concrete base material and a damaged part of the base material; a binder applying step of forming a water-soluble binder layer on the upper surface of the concrete base material and the damaged part of the concrete base material; a first fine screen mesh attaching step of attaching a first fine screen mesh to envelop the damaged part of the concrete base material and a border part between the damaged part of the concrete base material and the upper surface of the concrete base material; and a water-soluble paint coating step of forming water-soluble paint layers on the water-soluble binder layer and the first fine screen mesh. Accordingly, repair and reinforcement can be simply and rapidly carried out by applying the fine screen mesh to the damaged part of the concrete base material. Also, the present invention improves the appearance of the cracked part without irregularity on the cracked part.
