<p><P>PROBLEM TO BE SOLVED: To avoid any enormous trouble by reliably preventing a large amount of outflow of high-pressure gas even when a worker performs the operation in a mistaken procedure during the replacement of a gas cylinder, or the like. <P>SOLUTION: A high-pressure exhaust valve 5 is in an open state when the air pressure in a second air pressure line 11 exceeds a prescribed value.
