PROBLEM TO BE SOLVED: To solve a problem wherein, in a server-client system, a server does not modify scenarios of service to be received by clients according to the results of service received by the clients and cannot implement appropriate load balancing. SOLUTION: A type of a server includes management data, a scenario sending part for sending a scenario to a terminal that accesses files according to a scenario including file identifiers, and a modification part for receiving access results from the terminal, modifying the scenario according to the management data and results and sending the modified scenario to the terminal.
