PROBLEM TO BE SOLVED: To appropriately turn on or off a fluorescent lamp in accordance with a situation or the like. SOLUTION: A switching condition for turning on or off a fluorescent lamp 17 can be changed. When no reading request is inputted in the turned-on state, the lighting state is controlled by switching between a short-time ON mode to turn off the fluorescent lamp after the lapse of 30 minutes and a long-time ON mode to turn it off after the lapse of 16 hours. Furthermore, the lighting state is controlled by switchably turning on the fluorescent lamp 17 immediately when it is powered on or turning on the fluorescent lamp 17 after the reading request is inputted. Thus, since the switching condition is appropriately set in accordance with user-friendliness, power consumption and a remaining service life of the fluorescent lamp, for example, the lighting state can be appropriately switched.
