PURPOSE: A device for making charcoal of high quality is provided to efficiently manufacture charcoal of high quality from low-grade charcoal having a large amount of ash by an attrition mill and a screen, and to offer economical efficiency on the device. CONSTITUTION: A device for making charcoal of high quality comprises an attrition mill(40) and a screen(50). The attrition mill includes the following: a mill main body(10) having a receiving part(11) receiving water and low-grade charcoal; a plurality of friction generating balls(30) pulverizing the charcoal; and an agitator(20) agitating the charcoal and the friction generating balls. The screen includes a plurality of penetration holes.
