Disclosed is a nonaqueous electrolyte solution having high flame retardancy. Also disclosed is a nonaqueous electrolyte secondary power supply which is capable of exhibiting stable performance even under high load conditions or low temperature conditions, while having high safety. Specifically disclosed is a nonaqueous electrolyte solution which is characterized by containing a cyclic phosphazene compound represented by the general formula (I), a nonaqueous solvent and at least one lithium amide selected from the group consisting of LiPF6, Li(FSO2)2N, Li(CF3SO2)2N and Li(C2F5SO2)2N. Also specifically disclosed is a nonaqueous electrolyte secondary power supply comprising the nonaqueous electrolyte solution, a positive electrode and a negative electrode.
