A system performing a real time video estimation of image quality digitalizing quality about equipment/service and is based on the transmission characteristics and a method thereof are provided to reduce the throughput of a reception end by performing a second image quality estimation when generating transmission loss. A video encoder(111) of a transmission unit(110) encodes and receives an original video. A first image quality checking unit uses the inputted motive for action image and encoded moving picture and the picture quality of the on-going basis transmission unit is evaluated. A video decoder(121) of a receiving unit(120) decodes the encoded moving picture which is inputted from the transmission unit. A second estimation of an image quality unit receives receiving party information provided from the decoder and evaluates the picture quality.
