<P>PROBLEM TO BE SOLVED: To shorten a time required until the operation of a whole fuel cell system is stopped. <P>SOLUTION: The control part 99 of the fuel cell system 1 opens an on-off valve 11 and an on-off valve 12 and closes an on-off valve 13 and an on-off valve 14, and operates a fuel supply pump 8 and an air pump 9 with flow control valves 15-17 opened. The control part 99 then stops the fuel supply pump 8. The control part 99 then closes the on-off valve 12, and opens the on-off valve 14.
