PROBLEM TO BE SOLVED: To provide an image forming apparatus which can avoid deterioration in total productivity due to the period that it cannot perform general image formation due to separately carrying out of process control operation and cleaning member turn-over preventing and that increases that much. SOLUTION: This image forming apparatus has an imaging device to form images to be developed with a dry developing agent, a turning image holder having a holding surface to hold the images formed in the image forming apparatus, a cleaning member to remove the developing agent adhering to the image holding surface of the image holder in a state in contact with it, and a control means to form an image in the imaging device to supply to the area of the cleaning member in contact with the image holding surface and to hold it on this image holding surface when carrying out a control including the operation to form an inspection image in the imaging device and to hold it on the image holding surface of the image holder.
