PROBLEM TO BE SOLVED: To prevent toner from leaking to the outside by hardly forming a gap between an end portion seal and a developing roller. SOLUTION: A toner storage container 78 freely rotatably supports the developing roller 70, has an opening 16a opened along the shaft of the developing roller 70, so as to expose part of the developing roller 70 to the side of a photoreceptor drum 2, and stores the toner inside. A regulating member 71 is a member, which is provided along the developing roller 70 and whose base end portion is fixed to the toner storage container 78 and whose top end side comes into contact with the developing roller 70, to regulate the amount of the toner supplied to the developing roller 70 and the top end edge of the regulating member 71 comes into contact with the developing roller 70, in the non-image forming area of the photoreceptor drum 2. The end portion seal 74 is a member which is arranged in both longitudinal end portions of the opening of the toner storage container 78 and comes into contact with both end areas of the developing roller 70, to prevent the toner from leaking from the toner storage container 78.
