PROBLEM TO BE SOLVED: To provide a guide member, wherein a waving phenomenon is not caused to an endless belt while running on an endless track, adhesion strength between the endless belt and guide member is high and the guide member is not peeled from the endless belt, to provide an endless belt which contributes to the formation of a high quality image, and to provide an image forming apparatus capable of forming a high quality image on a recording medium. SOLUTION: The guide member is adhered to the inside surface of the endless belt body. The guide member has a laminated structure having a belt body side substrate layer adhered to the endless belt body, and a surface substrate layer put on the belt body side substrate layer. Both the belt body side substrate layer and surface substrate layer are formed from polyurethane, and the hardness of the belt body side substrate layer and that of the surface substrate layer are different from each other. The surface roughness Ra of the adhesion surface of the belt body side substrate layer to the endless belt body is 0.6 to 18μm. The endless belt and image forming apparatus are also provided.
