PROBLEM TO BE SOLVED: To allow mass production of an electro-optical element at low cost. SOLUTION: The electro-optical element includes an insulator 3 formed with a groove 1, on-insulator electrodes 5, 5 provided in both sides of the groove 1 on the insulator 3, an electro-optical crystal 7, and on-electro-optical-crystal electrodes 8, 8 formed on both sides of the electro-optical crystal 7, and has an electro-optical crystal component 9 inserted into the groove 1.
