PROBLEM TO BE SOLVED: To obtain a camera shake correcting device capable of reducing load caused by static friction when a moving member starts to move, and a photographing device and a movement assisting method. SOLUTION: The camera shake correcting device includes an effective lens 70A suppressing failure caused by camera shake by moving in a direction reverse to a camera shake direction when the camera shake occurs, and shafts 70G and 70L slidably supporting the effective lens 70A in the direction reverse to the camera shake direction, and controls so that at least one of the shafts 70G and 70L may be vibrated in a direction crossing the moving direction of the effective lens 70A when starting to move the effective lens 70A in the direction reverse to the camera shake direction.
