<p><P>PROBLEM TO BE SOLVED: To provide a shaping device capable of easily being adapted to an increase in the number of entries while obviating address management of a memory for storing transmission control information. <P>SOLUTION: When a generation section 9 has stored communication data, the generation section 9 calculates a transmission interval value 73 thereof, sets it to a transmission counter 72 and stores transmission control information items 70 into a storage section 7. Each time a reference time passes, a base timer section 81 reports the passage. Each time the base timer section 81 reports the passage, all the transmission control information items stored in the storage section 7 are read out in order and regarding each transmission control information item 70, the transmission counter 72 is subtracted. When a value of the transmission counter 72 is less than or equal to a predetermined value, a cell of communication data specified by a communication data ID 71 is transmitted. When the cell has been transmitted, the number 74 of remaining cells is subtracted and the transmission interval value 73 is set to the transmission counter 72.
