PROBLEM TO BE SOLVED: To predict careless driving of a vehicle driver without using a biological sensor which directly detects an organism of the vehicle driver, regarding a vehicle driving assisting device. SOLUTION: Whether or not an environment of a road on which a vehicle is traveled is comparatively good is discriminated. Based on the discrimination result, the possibility that the vehicle driver performs careless driving is estimated. For instance, it is estimated that the possibility of careless driving by the vehicle driver is higher when the road environment is comparatively good as compared with when the road environment is comparatively inferior.
