PROBLEM TO BE SOLVED: To reduce kneading and sticking of sediment at a rotor part and to reduce thrust to be applied in a press-in jacking apparatus for consolidating sediment and eliminating pore water to construct a tunnel in the ground. SOLUTION: The press-in jacking apparatus A has a shield body 1 formed in approximately cylindrical shape; a rotor head 3 rotatably arranged at the front face of the shield body 1; a driving device 4 arranged inside the shield body 1 to drive the rotor head 3; and a plurality of cone rotors 2 formed in approximately conical shape and rotatably supported to the rotor head 3. The plurality of cone rotors 2 are arranged so that the respective axes 2d intersect almost in the same position on an extension line of an axis O of the shield body 1, arranged inclining so that the distances from the axis O become larger toward the shield body 1 side from the intersecting position P, and arranged so that the top parts 2a are mutually brought close to the intersecting position P side of the axes.
