PROBLEM TO BE SOLVED: To provide a loading apparatus which generates only small sound and sets a rotating load as desired. SOLUTION: The loading apparatus is provided with: a rotator 3 connected to a rotary machine 2; a housing 4 for housing the rotator 3; a fluid 5 filled in the housing 4; and a frictional force changing means for changing a rotating load to be applied to the rotary machine 2 by changing a frictional force between the fluid 5 and the rotator 3.
