<P>PROBLEM TO BE SOLVED: To provide a light-emitting device wherein a light-emitting element is packaged two-hold by two kinds of resins, between and among the resins hardly occurs, and a variation of light distribution and the chrominance or intensity of axial light is small, and to provide its manufacturing method. <P>SOLUTION: A light-emitting element 10 fixed to a lead frame 20 is sealed by a silicon resin 22, and also sealed by an epoxy resin 24 so as to cover the silicon resin. An SiO<SB>2</SB>film 23 is formed between the silicon resin 22 and the epoxy resin 24.
