An apparatus and a method for performing an initial access in a broadband wireless communication system are provided to apply a conventional terminal and a new terminal to a bandwidth conversion process efficiently by supporting a terminal using a wide bandwidth through a frequency overlay scheme. An apparatus for performing an initial access in a broadband wireless communication system includes a multi frequency allocation controller, a first media access control processing unit(62), and a second media access control processing unit(63). The multi frequency allocation controller controls the first and second media access control processing units to be coupled to different frequency allocations of the same base station. The first media access control processing unit tries to access to a first frequency allocation(64) of the base station under a control of the multi frequency allocation controller, analyzes a received message from the first frequency allocation, and acquires different frequency allocation information of the base station. The media access control processing unit accesses to a second frequency allocation(65) of the base station using different frequency allocation information.
